RESOLUTION OF OPPOSITION TO THE PROPOSED VALLEY LINK NORTH 765-kVTRANSMISSION LINE IN LOUDOUN COUNTY, VA

WHEREAS, Valley Link Transmission Company LLC — a joint venture between Dominion Energy, FirstEnergy Transmission, and Transource Energy — has proposed the "Valley Link North" (Amos-Rocky Point) project consisting of approximately 260 miles of massive 765- kilovolt (kV) overhead electric transmission lines stretching from Putnam County, West Virginia, to Frederick County, Maryland; and

WHEREAS, the proposed greenfield routes for the Valley Link North project cut directly through northwestern and western Loudoun County, Virginia, threatening to permanently alter the rural, agricultural, and historic character of the region; and

WHEREAS, the proposed installation will require the construction of massive steel transmission towers standing between 150 to 185 feet tall, operating along a greenfield 200-foot-wide right-of-way corridor, thereby resulting in the clear-cutting of thousands of acres of contiguous forest, farmland, and natural habitats; and

WHEREAS, the project threatens severe and irreversible visual and environmental degradation to northwestern Loudoun’s pristine ecosystems, including the potential encroachment into Sweet Run State Park, sensitive conservation easements, and the globally recognized viewsheds of the Appalachian National Scenic Trail and the Potomac River; and

WHEREAS, Western Loudoun County is already bearing a heavy burden of regional utility expansion, including not just the proposed Valley North project, but notably other high-voltage transmission lines (such as the Gore-Doubs-Goose Creek portion of the Mid-Atlantic Resiliency Line (“MARL”), Dominion’s Golden to Mars, Aspen to Golden, and Mars to Wishing Star lines, along with several others); and

WHEREAS, with the aim of preserving the agricultural, forestry, historic, scenic and economic values of its rural areas, Loudoun County has deferred real estate taxes on many properties that would be severely impacted and/or condemned by the proposed new transmission lines; and

WHEREAS, for the same purposes, the Federal and Commonwealth governments have deferred significant portions of the income taxes of many landowners who have entered into voluntary conservation easements whose terms of conservation would be severely compromised or completely obviated by the proposed new power lines; and

WHEREAS, this unprecedented grid expansion is driven primarily by the rapidly accelerating power demands of private data center development; and

WHEREAS, alternative technological approaches, such as High-Voltage Direct Current (HVDC) underground routing, have not been exhaustively executed or prioritized by the applicants; and

WHEREAS, opposition to the project is nearly universal throughout Western Loudoun County and citizen interest is extremely high;

NOW, THEREFORE, BE IT RESOLVED that the Loudoun County Democratic Committee hereby states its unequivocal and total opposition to the construction of the Valley Link North 765-kV Transmission Line project through any portion of Loudoun County, Virginia; and

BE IT FURTHER RESOLVED that the Loudoun County Democratic Committee strongly urges the Loudoun County Board of Supervisors to aggressively and publicly oppose this project by enacting a resolution of opposition and filing a formal Notice of Participation with the Virginia State Corporation Commission (SCC) to legally oppose the project and advocate for the absolute protection of Loudoun's neighborhoods, businesses, rural and historic assets; and

BE IT FURTHER RESOLVED that the Loudoun County Democratic Committee urges the Loudoun County Board of Supervisors to hire staff dedicated to monitoring activity by PJM Interconnection LLC, the Federal Energy Regulatory Commission (“FERC”), and relevant regional utilities so that the Board as well as Loudoun citizens are kept informed about potential transmission line proposals earlier in the approval process, and

BE IT FURTHER RESOLVED that the applicant utilities are urged to immediately halt greenfield routing study areas, fully evaluate alternatives, and require the private data center industry to fund and implement carbon-free solutions rather than shifting the infrastructure cost burden onto Loudoun County’s citizens and other businesses; and

BE IT FINALLY RESOLVED that copies of this resolution be officially transmitted to the Loudoun County Board of Supervisors, the Virginia State Corporation Commission, local representatives in the Virginia General Assembly, and the project executives of Valley Link Transmission LLC.

This Resolution was approved by the Loudoun County Democratic Committee on September 3, 2026.
